To be consistent with Array::data, Sparse::data should be constant 

The attached CSET (file sparsedata_const_20260315_100.cset) 
makes this change. it also adds `rwdata` and related accessorers and changes a
few existing files for this new interface (all of them seem to use ro access
only).
