[bug #68160] dlmread mishandle Inf

Follow-up Comment #1, bug #68160 (group octave):

The issue is not only with `Inf` byt very large values (like `1e300)`. 

CSET is attached (file bug68160_safeInf_100.cset)

It also makes dlmread errors out for negative range values.
