The Octave documentation fails to build with the recently-released TeXInfo
7.3.

Here is the error message:


Function-Index.html: reached EOF without finding data start pattern at
./doc/interpreter/mk-qthelp.pl line 77, <$HTML> line 4701.
make[3]: *** [Makefile:32635: doc/interpreter/octave_interpreter.qhc] Error
255


It seems some tools in the build system expect specific pattern in the files
generated by TeXInfo and these changed between 7.2 and 7.3.

Note that in the past there has been at least one other breakage related to a
new TeXInfo release (see #62648).
