[bug #68172] any() and all() should work only on numeric or logical args

Thanks for the explanation Markus. I admit I still do not understand it fully
(I've never used Windows for dev work), but I appreciate the help anyways.

I stuck with the surrounding convention of each class when I decided to remove
the OCTINTERP_OVERRIDABLE_FUNC_API, so I hope it should be okay.

I removed `all` and `any` from `octave_base_matrix`. I hope that won't cause
any backwards-incompatibility problems. I can't think of how it would right
off the bat, but I'm not confident in the assertion that it wouldn't either.
