[bug #68121] convert isequal to built-in function for performance

Patch v8 attached - now with all 6 files properly tracked:

- libinterp/corefcn/isequal.cc (new)
- libinterp/corefcn/module.mk (modified)  
- scripts/general/module.mk (modified)
- scripts/general/isequal.m (removed)
- scripts/general/isequaln.m (removed)
- NEWS (added)

The deleted files were not properly tracked in Mercurial before. Fixed.

Ready for review.
