[bug #68238] linsolve: 2nd output should return rcond for square matrix, rank for nonsquare

looks like you beat me to the stable doc change

running checks on a patch to add the rank change to dev along with some BISTs
on the 2nd input. can post or push the patch when it finishes. not sure if
there was a consensus on whether just calling rank is ok to push, or if there
should be something more efficient popped in there.
