FWIW -- I do not see this issue on my Mac. 
The main problem are `libc++`. Not that long ago I compiled octave with Intel
compiler (which is also based on clang/libc++) and I got almost 100 failures
during `make test` since they all escaped our usual MacOS/LIBC guards.
