[bug #55204] Axes title and xlabel overlap when "xaxislocation" is "top"

Attached CSET (file bug55204_topxlabel_20260422_100.cset).
Fixes that for me:

octave:1> plot (1:3)
octave:2> set (gca, "xaxislocation", "top")
octave:3> xlabel XLABEL
octave:4> title TITLE

see (file xlabel_on_top.png).

The diff is for dev, but I assume could/should apply to stable as well.
