Afaict, you can get the JRE SE 9, e.g., from here:
https://www.oracle.com/java/technologies/javase/javase9-archive-downloads.html

Like Dmitri already wrote, only the JDK seems to be available for newer
versions. While the JDK is probably larger than what a JRE could be (if it
were available), it should still be working with Octave. (I haven't tested
that though.)
