Which version of java do you have installed? 
E.g.:

octave:2> version -java
ans = Java 25.0.3+9 with Red Hat, Inc. OpenJDK 64-Bit Server VM mixed mode,
sharing
-version-

The minimum version now is 1.9 and the version installed on Windows it is
often 1.8.
