Follow-up Comment #3, bug #68347 (group octave):

I tried deleting the octave-gui.ini file and starting Octave. The problem
persists.

I'll raise it with Flatpak. 

I've never compiles Octave from scratch. If I can find some instructions, I'll
give it a go.
