how to get a mkoctfile in windows for using MariaDB/MySQL

My name is Yogan Felipe Sganzerla and I have been working with Octave integration with DataBase.

Due the fact that I have just windows notebook I could not install mkoctfile. I read a forum where you presented an idea how to do it.
