Re: Packages that Work

I have just upgraded to Octave 6.4 on windows 10.  The commands

pkg install -forge econometrics
pkg install -forge ocl

installs two of the packages that you wish to install.  As Marcus has
implied the package optim is installed by the octave installer for windows
and does not need to be reinstalled.  Some of the packages that appear to
be causing problems are neither on octave forge or on github.
