Is there a reason you installed the program files in your user/appdata
folder?  That is a nonstandard install location and could be causing
issues.

Are you able to install in Program Files or similar to see if the problem
persists?  If it still gives problems a better option may be to install
into a C:\Octave folder that will not have any spaces in the folder names.

also, most support discussion has moved to octave.discourse.group.  after
trying the above if you still have issues you may wish to create a help
request over there.
