Octave 8.4.0 not working properly (I)

First thing I usually do, as a sort of quick initial test,is to l= ist the installed packages with "pkg list" on the Command Window.=C2=A0The = list came but interrupted less than halfway towards its end. Octave=C2=A0th= en froze and I had to exit the application as that was the only wayto unloc= k it. I fixed this problem by running Octave as administrator. I did this bycheck= ing Octave's shortcut advanced property "Run as administrator". It worked, but I wonder if that was the right thing to do and if therewasn'= t a simpler and possibly less harmful way to run Octave as Ialways did in t= he past. The installer installed Octave in C:\Program Files\GNU Octave\Octave-8.4.0.
