I agree with you -- I did a survey about a year ago, and the only GPLd, cross platform toolkits I found were wxWindows & FLTK. Whil wxWindows is very comprehensive and large, the fast & light in FLTK had me sold immediately. I am using it to develop octplot and I am very satisfied both with the existing code and the support given by the maintainers. Perhaps you should also consider implementing OpenGL support using Fl_Gl_window into octave?
