Octave uses Gnuplot as a plotting facility and therefore it is Gnuplot 
that plays a big role in the project you have in mind.  (Run your 
version of Octave, and if in a plotting window it is titled "gnuplot", 
then your copy of Octave is using Gnuplot.)  There is, in fact, 
currently some development in using the mouse to rotate 3D graphs in the 
most recent version of Gnuplot.  The latest version of Gnuplot can be 
downloaded at www.sourceforge.  (Search for "gnuplot".)  You are free to 
look at that and consider if that is what you had in mind.  There is a 
discussion list at

where you might address any further inquiries.  However, sometimes lists 
don't generate much response because those listening aren't particularly 
focused on the issue you raise.
