NB I am not a lawyer!

But..

There are two points of interest. Firstly, there are a few well known cases
(notably Borland V Lotus, and Apple V Microsoft) where it was shown that
duplicating functionality of another piece of software (GUI) was acceptable
(otherwise, how could there be any competition?).

Secondly, it is not legally possible to prevent others from implementing their
own version of a computer language.

Taken together, these two points seem to cover the original question.
