A new file in the control pkg rlocusx.m

A new file has been added to the control pkg

I would like you to try it, and give us feedback, so any improvements can
be done before the next release

This is an attempt at making an interactive rlocus design tool.
It is not compatible with matlab and is not going to ever be matlab
compatible ( unless they copy us :-))
