Here is the summary [1] and the complete config.log [2] (using drive
due to the size of the file)
The command is

configure JAVA_HOME=/usr/lib/jvm/java-11-openjdk-amd64/
CPPFLAGS=-I/usr/include/suitesparse --prefix=/opt/octave

as can be seen in the head of the config.log file
