Time for a Statistics package release

#10102 - I suppose these functions need to reside in statistics pkg for 
the time being, no core dev is interested and they should be available 
for older Octave releases as well. Maybe improve pca (patch #10104) as well.
#10123 ?? might need some work

I've had very little time lately to help contributors with those. But I 
think there's not very much work involved, IMO it would be s shame if 
these low-hanging fruit contributions had to wait another year or maybe 
two for a next release.
