The MinGW version of gprolog 1.3.1 crashes
on startup when a command line argument is passed.

gprolog --query-goal write(hello)

will cause a crash. I am having this
problem on both Windows XP Professional and Windows 7 Home
Premium. The problem does not occur when there are no command
line arguments or when the MSVC version of gprolog is used.

Please try with a more recent snapshot:

http://gprolog.univ-paris1.fr/unstable/gprolog-20101130.tgz

or if you want a precompiled version there is an older snapshot:
