I just uploaded a new version of the malformed-user-reject-patch. 
Now you can add an option "reject-malformed-users yes|no" to the
auth section of the configuration. I have used the default value of
"yes" for it. If the gnu-radius maintainers think "no" is best, then
go for it. As long as I can configure this, I'm happy.
