radius 1.2 not flushing users

Hello,

I'm running radius 1.2 on Irix, probably the only one on the planet, but 
I'm finding serveral users that are not being disconnected.  I believe 
we are not receiving the stop message.   Is there a way to flush radius 
to release the stopped accounts?
