Verify your client settings in raddb/client.conf. In particular,
`source_ip' and `server' clauses. This diagnostics usually indicates
that `source_ip' refers to an IP address which is not configured on
any of your interfaces. Also, verify if the server is actually listening
on IP address and ports specified in the `server' clause.
