The FAQ says, "The RCS configuration and build must be done as a  
non-root user."

It should probably say that the files need to be unpacked by the  
non-root user, too.  Without this mentioned, the person will run into  
file permission issues.  This oversight may or may not be obvious to  
the user after seeing the following Makefile and shell error messages:

/bin/sh -x ./conf.sh 3>&1 >a.h 2>conf.err
sh: a.h: cannot create
*** Error code 1
make: Fatal error: Command failed for target `conf.h'
