error TZ with RCS on windows

i am under Windows XP  32 


I've installed the binaries of RCS  for Windows and I can't launch  ci  

D:\RCS>ci -zLT titi.txt
RCS/titi.txt  <--  titi.txt
ci: The TZ environment variable is not set; please set it to your timezone

How to deal with it
