From the screen man-page (i.e. without having tried it :-):
exec !.. stty 19200
exec ! stty 19200
!!stty 19200
Set the speed of the window's tty. If your stty command
operates on stdout, then add another `!'.
You probably can use
bind B exec ! stty 19200
That should set the baud rate to 19200 when typing Ctrl-A Shift-B
(which is not bound by default as far as I can see).
