I looked in encodings.c and it looked all very hairy.  I would have to
actually delve into the code to understand what it's doing (I was hoping
for a nice table I could modify).  OTOH, I was skimming through the man
page and found the XC terminfo directive, so I hacked up something through
that.  For the sake of the archives, here's what I came up with.  It
corrects the display of characters that are in both ISO-8859-1 and CP437.

There are some characters in CP437 that are present in Unicode, but not in
ISO-8859-1.  I haven't figured out a way to cause those to appear on the
terminal; I suspect that doing so would require actually adding CP437 to
encodings.c.
