window title and screen region questions

I have two questions today.
1 - Is it possible (or would it be difficult to implement) having a
short title to appear in the windows line, such as follows:
0$ hp 1-$ News 2*$ mutt
and a long title to appear in the windowlist (ctrl-a " ) as:
0 hp THe HP workstation is BouaBoua
1 News These are my today's news
2 mutt Best mail user agent around.
2 - Where can I get a good understanding on regions? There is not
much on it in the manual. If someone has a good recipe on how
and why to use it, I would appreciate.
