date bug

Hi,

When I did 

date --set=23april2003 

I got my time reset to 0:00. Since I didn't say to set the time and the 
man page is very unclear, this is a bug (either in the docs or the 
utility).

Please let me know if you have the resources to fix it or if you would 
like me to fix it (and if so, please provide me with the most recent 
version of the code).
