su bug?

Hi,

I just upgraded one of my servers to RedHat 7.3, sh-utils-2.0.11-14. To
my ashtonishment, suing from root to a user suddenly asks for a password.
This breaks down start-up scripts like the tomcat script.
Is this a bug or a new feature?
