chkstow doesn't respect STOW_DIR

I expected it to find STOW_DIR and deduce the target directory to be the parent directory of that. I have looked in the chkstow chapter in the info pages of stow, but that didn't clear my doubt whether this is intended or a bug. I'm sorry if there's nothing here...
