    I'll continue to upload to my github until either Troy reappears 

I wrote to Troy a couple days ago.  No reply.
(Am cc-ing you again here, Troy.  ?)

    or someone can give me co-maintainer access.  

If he doesn't reply in another couple days, I will go ahead with the
co-maintainership.
