Actually it's both, e.g. make install DESTDIR=3D$RPM_BUILD_ROOT

The "old" prefix is the value specified to ./configure, which 'make
install' will use by default if the "new" prefix is not given.  I
agree the wording could be improved.

I only mentioned that chapter to clarify the distinction between
compile-time and run-time paths, but it is now clear to me that you
already understood the difference.
