Not Owned Relative Symlink

In my target directory I have created a simple relative link:
lib
lib64 -> lib
When I try to stow software that has a file under `lib64/` stow gives me
the error "existing target is not owned by stow: lib64". But stow owns
`lib` so why won't it work? And how can I get around this?
