The manual is actually written in texinfo, which is not the same as TeX.
texinfo is actually a pretty simple mark-up language. For instance, I find
writing tables in texinfo simpler than in HTML, although texinfo tables aren't
as flexible.

I'd be happy to help you out, when you're writing the documentation part of
the patch.
