balancing lines in pr

This is not a bug report, rather a question.

Is there the possibility to turn off balancing in -COLUMN mode?

Sometimes this behavior is not convenient. For instance when I print preformatted text and want to save time and paper I use --columns=2 and small font. But if the number of pages is odd the last page is split what is not suitable then.

What about introducing a new option that turns off balancing? I'm willing to do some work if it's not too complicated and of interest for anybody else too.
