I think those items are meant for downstream porters
to solve as they see fit.  The 'ms' subdirectory talks
about how to do this for DJGPP.  Nobody uses it any more
as far as I know.  Perhaps the 'ms' subdirectory should
be revamped to talk about MinGW instead.
