This not an issue with uuencode. The problem is in the `mail' tool. It
used to send such input as an attachment. Now it sends it in the body.
And that's how it should behave.

Read manual for your mail(1) to get know how to send attachments. E.g.
if your mail comes from mailx, you can use `-a' option.
