[VCDImager Bugs/Devel] Small segment number bug in vcdxrip release 0.7.14

In writing more rigorous tests to compare extracted XML's segments,
and sequences, I see I added bug to xvcxrip release 0.7.14 where the
segment numbers in vcdxrip are 2 greater than what they should be. (I
added one when I should have subtracted one).

CVS for vcdimager has been corrected for this mistake as well as on in
the new cdio-branch.
