[VCDImager Bugs/Devel] A bug in 0.7.12

Hi,
I think I found a bug in vcdimager-0.7.12.
When creating a PAL vcd2.0 from the commandline with 
vcdimager -t vcd2 -l LABEL one.mpg two.mpg .. 
Where the mpg' are PAL. vcdimager does not create any <pbc>
entries. It works fine when using vcdxbuild with a xml file where i
manuali added the pbc entries. It also works fine when creating NTSC
vcds from the commandline. And it all works in v0.6.2.
