new developer release

Hi

just put two new tar-balls out for testing with the latest changes. The
"make install-pdf" should also be fixed (I added targets to
po/Makefile.in.in), seems as if this is a bug in gettext and other
people have used this fix too...

I won't have much time for testing... let me know if this works and I
can just release the same version as 4.6.0 if everybody is happy with it.
