Indeed, most of the XBoard chat is on the Talkchess (www.talkchess.com) 
or WinBoard (www.open-aurec/wbforum) forums,
although activity on the latter has dwindled during the past year to 
almost nothing. The main reason for this is that those are the
places where most active engine authors dwell, and where you actually 
get responses to things you propose.

For example, currently there is a discussion at TalkChess on a draft for 
a modernized replacement for the engine-intf.html document
that contains the protocol specs, which I put together during the 
holidays and posted at http://hgm.nubati.net/CECP.html .
