new maintainer needed

Hi

I will have to step down as a maintainer of XBoard, would be great if
someone else wants to step in;)

It's not that much work, mostly getting the copyright paperwork started
for new developers, keeping the web page up to date, doing releases, and
be a contact point for people from the FSF and GNU, etc.
