  The "vnc" SPU and the "replicate" SPU have different external
  requirements: both require VNC libraries and headers, but only the
  "vnc" SPU requires the Xcliplist.h headers.
  
  Splitting the USE_VNC directive into USE_VNC and USE_REPLICATE to allow
  the "replicate" SPU to be built on systems that don't fulfill the requirements
  for USE_VNC.
