Log message:
  The Chromium Render Server currently hand-modifies the "vnc" SPU
  Makefile in order to build with XCLIPLIST.  These changes formalize
  that into a USE_XCLIPLIST option in the options.mk file that the "vnc"
  SPU Makefile keys on.
