Log message:
  New CreateListeningSocket() function which creates a socket suitable for
  listen() with a given port number.
  This simplifies the crTCPIPAccept() function.
  Also, if we are asked to create a socket for a port that we've seen in the
  past, re-use the socket instead of just failing.
