To clarify: 

- there is no communication between my video driver and Chromium yet.
- I did not modify the Chromium code
- If the video driver was approperiately modified to establish the
necessary communication with Chromium, then most likely very few changes
would be required to Chromium.

I'm hoping that this code will find a new home in the Chromium community
and eventually grow into a "Chromium  Windows video driver".
