Wesley, I had the same issue, I believe the file you need to edit is
config/Linux.mk .  Search for 'Werror' and delete any instance of that.
The CFLAGS are +='ed so setting them as you noticed does nothing.  It
might be worth checking other .mk files or doing a grep for Werror.
That is the flag that needs to be changed.

PS, I also noticed CFLAGS for P4/Xeons in config/Linux.mk that
supposedly give 20-30% speedups.  Worth a try I guess.
